Data products should not be developed with a stock-to-order logic. In other words, they should not be developed in the absence of clear business cases.
At the organizational level, business cases are defined based on the strategic plan. Some business cases require access to an organization’s data assets. If there are no existing data products that make the data assets necessary for the business cases available and easily usable, then they must be implemented, or the existing ones must be extended.
