Phase closures have similar formal processes to be sure that they are closed appropriately. Often, that process will be aligned with your organizational process assets and will include a phase gate review or governance gates to get that go/no-go decision. No matter whether the phases overlap, are sequential, or are agile, they will be closed out formally. Much like in project closure, there will be sign-off and a transfer to the next phase. There may be a hand-off to the next project manager if the phases are being managed by multiple project managers. You also may be entering a training phase or something similar. The production of the result has completed but now you need to make sure the transfer to the end users goes smoothly.
