Creating and managing the Product Backlog
The Product Backlog is an ordered list of everything that is known to be needed in the product. Every product has its own unique Backlog. It is the only source of planned work for the product. The Product Backlog is a living artifact; it is constantly in flux as requirements and market conditions change. The following diagram provides an overview of the role and significance of the Product Backlog:

As observed in the diagram, the Product Owner is the only role with direct access to the Product Backlog. The Scrum Guide states that the Product Owner is responsible for managing the Product Backlog. This can be interpreted in many ways, but it does imply that the Product Owner has the final say on the Product Backlog.
