Tiers
When it comes to governance and when to implement a robust ALM process, Microsoft talks about three different tiers of applications in Power Platform.
Productivity
Apps in this tier are mostly for personal productivity only. They are usually built by citizen developers and don’t need a high level of governance. A high iteration rate and missing review or approval process are typical for those apps.
Apps in this tier do not have or need an ALM process.
Important
When the app gets more complex, more important, or higher in scope (more users using it), it moves to the next tier, which is important. Apps in this tier should be known and approved by IT.
A proper ALM process might be applicable but is not necessary. Often, Power Platform pipelines are used for this kind of application.
Mission critical
