CircleCI CLI commands

The CircleCI CLI is not as fully featured as the Travis CI CLI in terms of feature parity with all the features that you can actually use in CircleCI. More commands will become available in the future, but at the moment you have six commands that you can use in CircleCI CLI, which are build, config, help, step, tests, and version, if you use the CircleCI CLI binary in AWS releases (https://circle-downloads.s3.amazonaws.com/releases/build_agent_wrapper/circleci) from the official CircleCI documentation. We will be using both the stable build version and the nightly build version, which has several more commands than the stable version.
